It s not pretty but what most people do is place tires on the roof which stops roof rumble during wind also there is a product called rumble buttons.
Putting holes in a mobile home roof is never good.
The tar will damp the vibrations and will adhere the tires in place.
I don t recommend adding holes in a roof even if you will be sealing and coating over them.
Excellent product they do a great deal to quiet the rumble of a mobile home sheet metal roof i also added butyl rubber to insure a tight seal even though they have built in seals the extra insurance seems well worth it and it protects the metal against future corrosion they go a long way to keep the roof quiet.
Sealing and coating is the best way to fix roof rumble.

Tar on the roof and toss the tires on while it is still sticky.
Rubber backing insures a tight seal when attached to roof rafter.
